Toronto's Cycling Network Plan consists of three components: a Long-Term Cycling Network Vision, the Major City-Wide Cycling Routes, and a three-year rolling Near-Term Implementation Program. For more information about the plan, visit Cycling Network Plan.
The approach of a rolling three-year near-term implementation program is flexible and adaptable to the realities of infrastructure planning and capital coordination. The process of bringing forward routes from the Long-Term Vision to the Near-Term Program is shared through the Prioritization Framework. The framework includes the cycling service assessment illustrated in the long-term vision; strategic alignment with the state-of-good-repair road program, health and wellness analyses, road safety focus areas, and planning focus areas; and takes into account the feasibility, complexity, and delivery methods of proposed design options. The framework applies an equity lens, which is informed by stakeholder engagement, geographic distribution, and a neighbourhood cycling and equity index.
The Near-term Cycling Program identifies projects in the following categories:
• Underway: Projects with design or construction underway, expected to be complete within the near-term program
• New: Proposed routes expected to be complete within the near-term program, pending detailed design, consultation and approvals
• Renew: Major enhancements or upgrades to existing routes, expected to be complete within the near-term program
• Study: Proposed routes requiring review of parallel options or substantial feasibility challenges; some may be achievable within the near-term program, while others will extend beyond the near-term for installation, pending study results
• Approved for Future Implementation: Major growth projects with approved Environmental Assessments expected to be complete beyond the near-term program
