At the September 21, 2015 meeting of Executive Committee, the City Manager submitted a report proposing amendments to the Lobbying Bylaw (Municipal Code, Chapter 140, Lobbying). Among other things, Executive Committee requested the City Manager conduct stakeholder consultation and report back as part of its consideration of the proposed amendments.
Between November 2015 and February 2016, the City conducted a public consultation including an online questionnaire and public meeting. Stakeholders were also invited to send their comments directly to staff by e-mail. The input gathered through the consultation has been utilized to inform the City Manager's follow-up report to Executive Committee in spring 2016. The purpose of posting this data set is to create a record of the consultation and the public's input.
Online Survey
- The online survey was posted to the City's Proposed Amendments to the Lobbying Bylaw Public Consultation and the City's Get Involved public consultation web pages. The survey was open between October 30 and November 27, 2015.
- The survey was open to the public and therefore, the sample of those who completed it and their opinions should be not be viewed as statistically representative of the residents of Toronto. This information was collected to assist the City to better understand the positions and interests of Torontonians.
- A total of 126 responses were received.
- The data was not statistically weighted.

Public Meeting
- A public meeting on the Proposed Amendments to the Lobbying By-law was held on February 10, 2016
- 24 participants attended
- The public meeting included a presentation by City staff and the Lobbyist Registrar on the proposed amendments to the Lobbying By-law. There was also an opportunity for members of the public to ask questions and to provide feedback and comments on the proposed amendments.
Direct Email
- In addition to completing an online questionnaire and/or attending the public meeting, the public was given an opportunity to provide comments directly to staff via email from October 2015 to February 2016
- 11 individuals provided direct email feedback on the proposed amendments to the Lobbying By-law
