Annual Energy Consumption [City Owned/Operated Buildings]

Energy consumption and GHG emissions data for City owned and operated buildings as per requirements under Ontario Regulation 25/23 under the Electricity Act, and starting in 2024 Chapter 367 of the Toronto Municipal Code - Building Emissions Performance. This data set is derived from monthly utility billing.

Additional details:
In scope: Buildings owned and operated by the City of Toronto, Toronto Parking Authority, Toronto Public Library, Toronto Transit Commission and Toronto Zoo where the City of Toronto (or the mentioned agencies) are responsible for making the payments for the building or facility’s energy consumption.
Out of scope: Buildings owned and operated by agencies not specifically mentioned as ‘in scope’ and leased properties.

Limitations 1. The Ontario Energy Board’s (OEB) Retail Settlement Code sets out the minimum obligations that an energy distributor and retailer must meet. Section 7.7.7. governs the way billing errors must be treated. As a result of the guidelines in this section, if it is determined that billing errors exist, invoices can be adjusted up to 2 years (24 months) after the first issuance of a bill. Example: if a consumption error is discovered on an invoice from May 2024, the vendor has up until May 2026 to issue a correction. 2. Starting with the 2024 data set, where required by Chapter 367 water consumption data will be included, however due to Meter Transmission Unit (MTU) failures reported by Toronto Water there may be data quality issues due to estimated billing. Natural gas data may also be impacted by occasional estimated billing from the vendor due to the nature of the metering technology currently deployed by the vendor. 3. Sites that are listed as being 1 Sq. Ft. = placeholder for non building assets where the reporting platform Energy Star Portfolio Manager (ESPM) requires a value other than ‘0’ for floor area. 4. ‘Year built’ in the data set is set to default where data is not available.
